OUR VISION AND AIMS
“helping people fulfil their potential through employment”
The focus of Rhyl City Strategy is to reduce levels of unemployment within the three most disadvantaged wards in Rhyl; Rhyl West, Rhyl South and Rhyl East in order to benefit Rhyl as a whole.
Key to the success of Rhyl City Strategy is a shared vision of Rhyl which drives co-operation between key stakeholders from the public, private and voluntary sectors in the delivery of services and strategies designed to engage people with work opportunities.
In our shared vision:
- more people, including people with disabilities, will be in work;
- unemployment and worklessness will be reduced significantly;
- more companies and employers will establish businesses, and will prosper and remain in Rhyl;
- economic inequalities between communities will reduce, and disadvantaged people will have more opportunities;
- educational performance and adult skills will continue to improve; and
- more young people will be in education, training and employment;
- volunteering and community work will become increasingly important to engage people who are at greatest disadvantage to enter the labour market.
Our 2009-11 Business Plan sets out how we aim to increase the number of local residents in employment, and in so doing narrow the gap between benefit claimant rates in Rhyl and the national average.
People and Jobs

- Improving the health of the current and potential workforce – particularly focusing on reducing the number of incapacity benefit claimants.
Skills
- Tackle the lack of basic skills and qualifications to improve employability and reduce worklessness.
- Meet the skills needs of sectors and growth opportunities – essential to support expansion.
Stimulating Growth & Opportunity
- Developing new enterprise and growing existing companies.
- Effective use of social clauses in procurement
- Transforming sole traders into employers
- Supporting Social Enterprises
- Continued support for test trading
- Master planning – for niche economic growth opportunities
Programme Management & Board
- Robust monitoring of all projects and the programme as a whole
- Effective management of the Deprived Area Fund in support of Rhyl City Strategy aim and objectives.
- Diversifying and increasing Rhyl City Strategy funding
- Informing change to DWP Commissioning
- Working in partnership with North Wales Coast Strategic Regeneration Area
- Contributing to a positive image of Rhyl
- Public consultation
- Reviewing board membership
Rhyl City Strategy will work with its partners to develop responses and solutions to locally identified needs.
Business Plan
This Business Plan sets out Rhyl City Strategy’s (RCS) priorities and objectives for 2009 – 2011. In developing this Plan we will build on the momentum created over the past two years, focusing on those projects and activities required to raise the employment rate of Rhyl. At the same time we will also begin to take on new roles and responsibilities in support of the North Wales Coast Strategic Regeneration Area, which may add to the priorities identified in this Business Plan, whilst seeking to ensure that new Welfare to Work Programmes such as Flexible New Deal and Welsh Assembly Government ESF projects, make a sustainable contribution to addressing economic inactivity and unemployment in Rhyl. These are exciting and challenging times for Rhyl City Strategy, particularly with tougher global economic conditions affecting local job opportunities. It is also a time which demands close partnership working to implement the commitments set out in this plan and which supports Rhyl City Strategy’s vision of “helping individuals fulfil their potential through work”
